Literally: “The one who keeps on (persists) wins.”
Meaning: Perseverance leads to success; if you keep trying and do not give up, you will eventually prevail.
Background
One of the most widely known and quoted Afrikaans proverbs, taught to children and used as a household motto. It is concise and proverbially fixed; 'aanhouer' (a persister, from 'aanhou', to keep on) exists almost solely in this expression.
How it is used
Said to encourage someone not to give up, or in self-encouragement during a long or difficult effort — studying, training, a tough negotiation. Often delivered as a short, complete pep-talk on its own.
