Literally: “A chief is a chief by/through the people”

Meaning: A leader's authority, dignity and very existence as a ruler derive from the people they lead; without subjects and their support there is no chief. Legitimate power is conferred from below, not seized in isolation.

Background

This is one of the most frequently cited maxims of Basotho political culture and is the Sesotho expression of the wider Southern African philosophy that a leader exists only in relation to the community. It reflects the traditional Basotho understanding of chieftaincy as a reciprocal relationship — the chief governs, but is sustained and validated by the people (pitso/community assembly culture). It is the Sesotho cousin of the broader Nguni/ubuntu saying about a person being a person through other people.

How it is used

Quoted to remind a leader, chief, manager or politician to remain accountable, humble and responsive to those they serve; also invoked to argue that a ruler who loses the people's backing loses real authority. Common in speeches, community meetings and civic-education contexts.
